Legal Basis
The Administración Portuaria Integral de Tamaulipas, S.A. de C.V., pursuant to Articles 1, paragraph 3; 4, paragraph 1 and 42 of the Organic Law of the Public Administration of the State of Tamaulipas, is a majority state-owned company of the Government of the State of Tamaulipas, created by Decree published in the Official Gazette of the State on July 25, 2000.
Concession Title
On August 24, 2021, the Ministry of Communications and Transportation granted the concession title for the exploitation, use and exploitation of public property in the ports, terminals and marinas to Administración Portuaria Integral de Tamaulipas, S.A. de C.V. for a term of 50 years.
On December 7, 2021 it was published in the Official Gazette of the Federation (D.O.F.).
Port Law
The Ports Law and its Regulations establish the foundations for the institutional organization, planning and operation of Mexico's ports.
Among the provisions established by said Law are those related to:
- The power of the State to formulate and conduct policies and programs for the development of the national port system;
- The bases for the creation of the Integral Port Administrations (API) and the elements for the best organization of the activity and the efficient rendering of services;
- The obligation on the part of the APIs to carry out master port development programs to guide the operation of the port in a precise and consensual manner with the various stakeholders of the port activity, in order to organize and maximize the use of the limited port spaces and the application of resources; and,
- The creation of annual operating programs, which serve as an instrument for complying with the objectives, goals and strategies previously established in the port development master programs.
